Jehovah

And when Saul enquired of the LORD, the LORD answered him not, neither by dreams, nor by Urim, nor by prophets. 1 Samuel 28:6

The LORD here is Jehovah, the premortal Jesus Christ, who gives revelation through dreams, the Urim, and prophets. Because Saul had rejected His word, the heavens were silent to him.

Then said Samuel, Wherefore then dost thou ask of me, seeing the LORD is departed from thee, and is become thine enemy? 1 Samuel 28:16–18

Samuel speaks for Jehovah, who keeps His word and gives the kingdom to David. Jehovah's choice of David sets up the royal line from which the Messiah would later be born.
