The Lord speaking (Jesus Christ)

Hearken and hear, O ye my people, saith the Lord and your God, ye whom I delight to bless with the greatest of all blessings, ye that hear me; and ye that hear me not will I curse, that have professed my name, with the heaviest of all cursings. Doctrine and Covenants 41:1

The Lord who speaks to His people here is Jesus Christ, whose name they profess. He blesses those who hear Him and warns those who take His name but do not listen.

Ruler at His coming

And I will be your ruler when I come; and behold, I come quickly, and ye shall see that my law is kept. Doctrine and Covenants 41:4

Christ promises He will come soon and personally rule His people, making sure His law is kept.

Echo of the Sermon on the Mount

For it is not meet that the things which belong to the children of the kingdom should be given to them that are not worthy, or to dogs, or the pearls to be cast before swine. Doctrine and Covenants 41:6

Christ reuses His own warning from the Sermon on the Mount: holy things should not be given to people who will not honor them.

The Lord who knew Nathanael

And this because his heart is pure before me, for he is like unto Nathanael of old, in whom there is no guile. Doctrine and Covenants 41:11

Jesus once said of Nathanael, 'in whom is no guile.' Here the same Lord uses those words for Edward Partridge, which shows He knows hearts now just as He did then.
