Jehovah
According to the word of the LORD they gave him the city which he asked, even Timnathserah in mount Ephraim: and he built the city, and dwelt therein. Joshua 19:50–51
The last inheritance is given 'according to the word of the LORD', and the whole division is made 'before the LORD' at the door of the tabernacle. Jehovah, the premortal Jesus Christ, is the one who gives every promised inheritance and before whom it is received.
