City of Refuge

Thus they gave to the children of Aaron the priest Hebron with her suburbs, to be a city of refuge for the slayer; and Libnah with her suburbs, Joshua 21:13

The cities of refuge are handed to the priests (the same wording repeats for Shechem v21, Golan v27, Kedesh v32, Ramoth v38). The refuge that typifies Christ is kept by those who serve at His altar, so mercy and the priesthood are held in the same hands.

Jehovah

And the LORD gave unto Israel all the land which he sware to give unto their fathers; and they possessed it, and dwelt therein. Joshua 21:43–45

Jehovah, the premortal Christ, kept every promise He had sworn and gave Israel rest in the land. Hebrews teaches that Joshua's rest was not the final one - the true and lasting rest is in Christ.
