Jehovah

And the LORD spake unto Moses and Aaron, saying, Leviticus 13:1

Jehovah, the premortal Christ, gives the law of leprosy.

And the leper in whom the plague is, his clothes shall be rent, and his head bare, and he shall put a covering upon his upper lip, and shall cry, Unclean, unclean. Leviticus 13:45–46

The law could only identify and separate the leper; it could not heal him. Lepers who lived apart, as this verse commands, "stood afar off" and cried to Jesus, and He touched and cleansed them, showing He is the one who makes the unclean clean.
