Paul describes turning away from covenant devotion to Christ as growing restless against Him.
How we know: the verse itself names Him
For the scripture saith, Thou shalt not muzzle the ox that treadeth out the corn. And, The labourer is worthy of his reward. 1 Timothy 5:18
Paul places a saying of Jesus beside the law of Moses and calls both "scripture", showing the Savior's words were already treated as holy writ.
