Exodus 19

Jehovah, Covenant Maker

And Moses went up unto God, and the LORD called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel; Exodus 19:3–6

Jehovah speaks from the mountain, reminding Israel that He carried them to Himself, and offers them covenant status as a holy, priestly people. Peter applies this same promise to those who come unto Christ.

Jehovah coming down

And the LORD said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the LORD. Exodus 19:9–11

Jehovah tells Moses to sanctify the people because He will come down before them. Latter-day revelation explains that Moses sought to sanctify Israel so they could behold the face of God, but they hardened their hearts.

Jehovah descending on Sinai

And it came to pass on the third day in the morning, that there were thunders and lightnings, and a thick cloud upon the mount, and the voice of the trumpet exceeding loud; so that all the people that was in the camp trembled. Exodus 19:16–20

The premortal Christ descends in fire, smoke and trumpet blast until the whole mountain trembles. Hebrews contrasts this terrifying mount with Mount Zion, where we come to Jesus, the mediator of the new covenant.
