Jehovah

Jehovah — the LORD, the eternal I AM

Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land, because there is no truth, nor mercy, nor knowledge of God in the land. Hosea 4:1

The LORD (Jehovah, the premortal Jesus Christ) brings a formal complaint against His covenant people because they no longer know Him. Knowing Him is the heart of the covenant.

How we know: Jehovah is the premortal Christ (Abraham 1:16; D&C 110:3–4)

Shepherd of Israel

For Israel slideth back as a backsliding heifer: now the LORD will feed them as a lamb in a large place. Hosea 4:16

Jehovah is pictured as the one who feeds His flock, an image Jesus later claims as the Good Shepherd. In context the phrase may be ironic (a lone lamb exposed in open country), so the echo is soft.
