Hosea 5

Jehovah

Jehovah — the LORD, the eternal I AM

They shall go with their flocks and with their herds to seek the LORD; but they shall not find him; he hath withdrawn himself from them. Hosea 5:6

Sacrifices without real repentance cannot find Jehovah. The animals of the law pointed to Him, but going through the motions without the heart leaves people far from Him.

I will go and return to my place, till they acknowledge their offence, and seek my face: in their affliction they will seek me early. Hosea 5:15

Jehovah speaks: He withdraws but waits for His people to confess and seek His face. This sets up the invitation of the next chapter, "Come, and let us return unto the LORD."
