Jehovah

LORD (Jehovah) — the covenant name of the God of Israel

Thus saith the LORD of hosts, the God of Israel, unto all that are carried away captives, whom I have caused to be carried away from Jerusalem unto Babylon; Jeremiah 29:4

The whole letter is sent in the name of the LORD of hosts, the God of Israel. Latter-day Saints understand Jehovah, who speaks here to His scattered people, to be the premortal Jesus Christ.

How we know: the verse itself names Him

Jehovah

For thus saith the LORD, That after seventy years be accomplished at Babylon I will visit you, and perform my good word toward you, in causing you to return to this place. Jeremiah 29:10–14

Jehovah promises the captives He has good plans for them and that whoever seeks Him with a whole heart will find Him, and He will gather them home. It is the same promise the resurrected and revealing Christ gives: seek Me diligently and you will find Me.
