Jehovah speaks to rescue the oppressed
Jehovah — the LORD, the covenant name of the premortal Christ
For the oppression of the poor, for the sighing of the needy, now will I arise, saith the LORD; I will set him in safety from him that puffeth at him. Psalms 12:5–6
The LORD Himself speaks, promising to rise up and protect the poor and needy. This is the voice of Jehovah, the premortal Christ, whose words are perfectly pure.
