Jesus Christ

Verily, thus saith the Lord unto you my servant Stephen Burnett: Go ye, go ye into the world and preach the gospel to every creature that cometh under the sound of your voice. Doctrine and Covenants 80:1

The Lord repeats the charge the risen Jesus gave His apostles, to preach the gospel to every creature, and gives it to one new missionary.

Redeemer

Redeemer — one who buys back, paying the price to set free

Behold, this is the will of him who hath called you, your Redeemer, even Jesus Christ. Amen. Doctrine and Covenants 80:5

The one who calls missionaries is the Redeemer, Jesus Christ, named here by both title and name. A missionary's call comes from the one who paid for the souls he is sent to find.
