Praise ye the LORD. Praise ye the LORD from the heavens: praise him in the heights. Psalms 148:1–6
Angels, heavens, and stars praise the LORD because they were created at His command. Jehovah, the premortal Christ, created the heavens and the earth under the Father.

Jehovah — the premortal Jesus Christ, the covenant God of Israel
Let them praise the name of the LORD: for his name alone is excellent; his glory is above the earth and heaven. Psalms 148:13

Horn — strength and power
He also exalteth the horn of his people, the praise of all his saints; even of the children of Israel, a people near unto him. Praise ye the LORD. Psalms 148:14
God raises up the 'horn,' the strength, of His people. Elsewhere that horn is the Messiah raised up in David's house (Psalm 132:17), so this is a soft echo.
