The Lord speaks to His elders

Hearken, O ye elders of my church, saith the Lord your God, who have assembled yourselves together, according to my commandments, in this land, which is the land of Missouri, which is the land which I have appointed and consecrated for the gathering of the saints. Doctrine and Covenants 57:1

Jesus Christ, the Lord of the Church, speaks to His elders assembled in Missouri and appoints the land of Zion.

Light to those in darkness

And thus provide for my saints, that my gospel may be preached unto those who sit in darkness and in the region and shadow of death. Doctrine and Covenants 57:10

The words echo Isaiah's prophecy that people in darkness would see a great light, which Matthew says Jesus fulfilled. His gospel is that light carried to those still in darkness.
