The day of vengeance and burning

It is contrary to the will and commandment of God that those who receive not their inheritance by consecration, agreeable to his law, which he has given, that he may tithe his people, to prepare them against the day of vengeance and burning, should have their names enrolled with the people of God. Doctrine and Covenants 85:3

The 'day of vengeance and burning' is the Lord's Second Coming; tithing and consecration prepare His people to meet Him.

Lord of Hosts

Lord of Hosts — Jehovah, Lord of the armies of heaven

Their names shall not be found, neither the names of the fathers, nor the names of the children written in the book of the law of God, saith the Lord of Hosts. Doctrine and Covenants 85:5

The Lord of Hosts is Jehovah, Jesus Christ, who speaks the revelations of the Doctrine and Covenants and keeps the record of His people's names.

How we know: the verse itself names Him

• the same title in Isaiah 54:5 — 'The LORD of hosts is his name; and thy Redeemer the Holy One of Israel.'

The Lord God speaking through the still small voice

Yea, thus saith the still small voice, which whispereth through and pierceth all things, and often times it maketh my bones to quake while it maketh manifest, saying: Doctrine and Covenants 85:6–7

The Lord God speaks by the still small voice of the Spirit, which pierces all things. In the Doctrine and Covenants the Lord who speaks is ordinarily Jesus Christ. The one He sends is a servant, not the Savior.
